Can you enter every building in GTA 6?

One of the biggest complaints about GTA 5 was that 99% of buildings were just facades. The GTA 6 trailer shows some interiors. Does that mean all buildings are enterable or just key locations? Having more enterable buildings would make the world feel so much more real.
