Can you switch between Lucia and Jason in free roam?

In GTA 5 you could switch between Michael, Trevor, and Franklin at any time in free roam. Will GTA 6 let you switch between Lucia and Jason freely? Or is it mission-dependent? The trailer shows both characters but it's unclear how the switching works.
