How will modding work in GTA 6?

FiveM and single-player mods kept GTA 5 alive for over a decade. Will GTA 6 support mods? Take-Two has been cracking down on mod projects. If they kill modding, it could hurt the game's longevity. Has anyone heard anything about Rockstar's stance?
