The wanted system needs a complete overhaul

GTA 5's wanted system was frustrating — cops spawning out of nowhere, helicopters appearing instantly at 3 stars. For GTA 6, I want a realistic system: cops patrol areas, respond to 911 calls from NPCs who witness crimes, and you can actually hide and wait them out. Leaks suggest a line-of-sight based system. What do you want from the wanted system?
