What's the difference between current-gen and last-gen?

Wait, is GTA 6 even coming to PS4 and Xbox One? Or will it just be next-gen? I haven't had any luck getting a PS5 and I'm afraid I'm gonna miss out. Someone please explain which platforms it's releasing on.
