Will the modding scene be as strong as GTA 5?

GTA 5 has one of the best modding communities in gaming. FiveM basically created a whole new game. Will GTA 6 be as moddable? Rockstar has been more restrictive lately with Take-Two's lawyers going after modders. If they lock down GTA 6, the community will suffer. Open modding support would guarantee this game lives for 15+ years like GTA 5.
