Will the modding scene be as strong as GTA 5?

GTA 5 has one of the best modding communities of any game in existence. FiveM essentially created another game entirely. Can GTA 6 be modded to this extent? Rockstar has been cracking down hard lately, with Take-Two's lawyers threatening modders left and right. Locking down GTA 6 would only hurt the community. Open modding support would ensure this game has a 15+ year lifespan like GTA 5.
